The core of their frustration? What they describe as persistent bureaucratic roadblocks that have delayed the release of county funds, especially bursaries meant for needy students.

CoG Chair and Wajir Governor Ahmed Abdullahi has been especially vocal, accusing Dr. Nyakang’o of being “intransigent and extremely unreasonable.”

He claims counties are being forced to jump through excessive hoops—like physically delivering invoices and receipts to Nairobi—just to access their rightful allocations.

This standoff follows a controversial directive from Dr. Nyakang’o earlier this year, instructing all 47 counties to halt bursary disbursements, arguing that education support is a national government function.

Although a temporary resolution was reached, tensions have flared again with the introduction of a new “blue checklist” counties must now meet before funds are released.
