The President of the Tanganyika Law Society, Advocate Boniface Mwabukusi, has accused the Office of the Registrar of Political Parties of fueling democratic unrest and bearing significant responsibility for the violence that followed October 29, 2025, warning that failure to act now could lead to a second national tragedy.

In a strongly worded statement, Mwabukusi said the office has become “the breeding ground for democratic unrest within opposition parties” and “significantly contributed to the turmoil surrounding October 29.” He argued that both the Electoral Commission and the Registrar’s Office bear “more than 60% of the responsibility for the killings of October 29, 2025” through actions and omissions.
Mwabukusi alleged that some officials in the Registrar’s Office, “whether deliberately, out of sycophancy, or because others are using them, have played a major role in undermining justice, peace, unity, democratic stability within political parties, and the broader resilience of democracy itself.”
According to the TLS president, the office has abandoned its core mandate of registering political parties and now “operates through oppression, discrimination, manipulation, and abuse of power.” He said it has transformed into an institution that “destabilizes internal party harmony, suppresses democratic freedoms, and limits broad political participation.”
While acknowledging that blame is often directed at the Police, Military, Judiciary, and other security organs, Mwabukusi said the public should not overlook the Registrar’s Office, which he described as “the main engine manufacturing and orchestrating deception, intrigue, and political chaos.”

He called for immediate corrective action, warning of dire consequences if the situation is ignored. “If we fail to mend the crack now, we shall later be forced to build a wall,” he said. “Every disaster begins with warning signs, and he who ignores wise counsel risks grave consequences. A careless finger can cost an eye.”
