On Tuesday, the Polish government announced a programme to encourage refugees to move to rural areas lacking workers.
Separatist officials have long said they want their regions to eventually join Russia.
Ukraine is one of the world’s biggest exporters of wheat and other grain.
There has been an increased number of attacks against pro-Kremlin officials in Ukrainian regions that have come under Moscow control since late February.
The Ukrainians had already been pushed back from much of the city, leaving them in control of only industrial areas. Capturing Severodonetsk and its twin city of Lysychansk would give the Russians control of Lugansk, and allow them to push further into the wider Donbas.

The pope has repeatedly called for peace in Ukraine and denounced a “cruel and senseless war” without mentioning Putin or Moscow by name.
