The M23’s assault comes less than a year after the anti-government armed group seized control of Goma and Bukavu, two key provincial capitals in the mineral-rich eastern Democratic Republic of Congo, which has been plagued by conflict for three decades.
Kabila, who has been outside the DRC for two years, is also accused of having plotted to overthrow President Felix Tshisekedi and charges including homicide, torture and rape linked to the M23 group.
A peace agreement reached in June aimed to end decades of conflict in eastern Congo. It was overseen by Washington which has sought to increase its access to the region’s vast mineral wealth.
A peace deal between the Democratic Republic of Congo and Rwanda aimed at ending decades of conflict in eastern DRC paves the way for “a new era of stability”, Congolese President Felix Tshisekedi said Monday.
Under the phased withdrawal that started on April 29, the troops are to exit the DRC via Rwanda by road before entering Tanzania, General Rudzani Maphwanya said.
The evacuation came after lengthy negotiations between United Nations representatives, the DRC government and M23, according to DRC security sources and UN sources.
